Purpose 

To advise ERT users to return unissued Plug-In Electric/Hybrid Vehicle High Occupancy Vehicle (HOV) Permits.  

Summary

The program allowing issuance of High Occupancy Vehicle (HOV) Permits for Plug-In Electric/Hybrid vehicles ended September 30, 2025.  Federal legislation was required to continue this program, but no such action was taken.  MVA has notified permit holders that the permits can no longer be used. 

Maryland Motor Vehicle Administration (MVA) requests the return of all unissued HOV permits since they can no longer be issued. Please return them to the MVA Warehouse immediately

  • Complete a VR-317, Tag Return Log for all inventory being returned.
