The Maryland Motor Vehicle Administration (MVA) provides outreach programs that bring information, services, and resources directly to communities across Maryland. These programs help residents access safe, secure services that keep both individuals and Maryland moving.

Homeless Resource Days Outreach
The MVA partners with nonprofits and community organizations across Maryland to support individuals experiencing homelessness who need a Maryland identification card (ID).
During outreach events, MVA staff assist participants by:
- Determining eligibility for a Maryland ID
- Reviewing required documentation
- Explaining next steps to complete the ID process
These events help individuals obtain identification needed for employment, housing, and other essential services.

Re-Entry Program for Incarcerated Individuals
The MVA works with state and local correctional facilities to help incarcerated and recently released individuals obtain identification.
MVA outreach staff visit correctional facilities throughout Maryland to:
- Process identification applications
- Review documentation requirements
- Assist individuals with obtaining an ID prior to or after release
Having proper identification helps individuals access employment, housing, and support services as they re-enter the community.

Address Confidentiality Program (Safe at Home)
The MVA participates in the Maryland Safe at Home Address Confidentiality Program (ACP) - PDF administered by the Maryland Office of the Secretary of State.
This program helps protect the addresses of individuals who have relocated or plan to relocate due to:
- Domestic violence
- Human trafficking
- Other safety concerns
The program allows participants to use a substitute address to help prevent perpetrators from locating them.
Driver and Vehicle Safety Outreach
The MVA is home to the Maryland Highway Safety Office, whose mission is to reduce deaths and injuries on Maryland roadways.
Safety outreach presentations are available for schools and community groups and cover topics such as:
- Impaired driving (alcohol and drugs)
- Distracted driving
- Aggressive driving
- Pedestrian safety
- Other roadway safety issues
In-School Learner’s Permit Testing
The MVA offers in-school Learner’s Permit testing in Maryland public school districts.
This program allows high school students to take the Learner’s Permit knowledge test at school rather than traveling to an MVA branch.
Students who pass the test will still need to visit an MVA branch to receive their physical learner’s permit.
School administrators interested in participating can submit a request to schedule testing.
MVA Mobile Office (MVA Bus)
The MVA Bus is a mobile office that provides select MVA services to communities with limited access to an MVA branch.
