Purpose
This bulletin is to inform the Dealer and Tag and Title industry of updates that have been made
to COMAR regarding fines related to submitting late titling transactions. These changes will be
effective March 30th, 2026.
Summary
Once effective, COMAR 11.12.07 will create a uniform fine structure for dealers and tag and
titles for submitting titling transactions after the deadline. The standard fine will be $30 for the
first late day and $1 per day for each day thereafter.
Effective March 30th, 2026, the italicized text below will be effective and the bracketed text will
be removed. Any transaction submitted (via ERT or the portal/branch office) on or after March
30th, 2026, will be assessed using the new fine calculations.

.01 Standards.

B. [For submission of titling] Failure to submit title and registration data, fees, and taxes, [in addition to §A of this regulation, the Administration shall consider the degree of lateness.] may result in a standard fine which is assessed at a rate of:
- For a tag and title service that submits transaction information later than required by the
contract between the tag and title service and the Administration, the standard fine shall be:- For the first late day after the requirement to submit by contract, $30; and
- Is increased by $1 per day thereafter.
- For a dealership that submits transaction information later than 30 days after the transaction date, the standard fine shall be:
- For the first day after 30 days, $30; and
- Is increased by $1 per day thereafter.
C. Fines levied in §B of this regulation are the standard fines and can be adjusted as determined by the Administration based on circumstance. Nothing in this section limits additional administrative action as determined by the Administration including license suspension and revocation.

The MVA would also like to remind all Tag and Title agencies that the “Paperwork Received
Date” should be collected for each transaction. We are making enhancements to our system to ensure this date is being collected on all transactions processed by a Tag and Title agency, EXCEPT for transactions being processed on behalf of a licensed Maryland Dealer.
The “Paperwork Received Date” should be the date the Tag and Title agency took possession of all paperwork and can now process the transaction. For example, if a customer brings in part of the paperwork but is missing necessary documentation, the “paperwork received date” would be the date the customer came back with ALL the documents. The transaction should not be processed/pended without all the necessary documentation.
