Purpose
The MVA has implemented changes to the Business Portal related to electronic certifications and electronic MDID requests submitted by Driver Education and Remedial Program providers. This system functionality is already in place for all other entities licensed by MVA, and the recent system changes now apply this functionality to driving programs. This bulletin suffices as an update to the bulletin dated 3/19/26 on the same topic.
Summary
Effective March 11, 2026[1], the Business Portal restricts the submission of student certifications and MDID requests for any Driver Education School, 3‑Hour Roadway Program, or Driver Improvement Program when specific indicators (also referred to as flags) are present on the provider’s account. The presence of these flags indicate that the provider may no longer meet the requirements for licensure.[2]
When any of the following indicators are active, an error message (see below) will appear in the portal, and the transaction will be automatically blocked.
- Insurance Compliance – A lapse on your program’s vehicle insurance has been reported to the MVA by your insurance carrier. Once we learn of the insurance lapse, the indicator will be immediately added to your account. You will need to contact your insurance provider to clear up this flag.
- Department of Labor, Licensing and Regulation (DLLR) – A DLLR flag is usually caused by an outstanding liability such as reports that need to be filed or a payment(s) that need to be satisfied with unemployment insurance. You can reach DLLR at [email protected] or 410-949-0033.
- Central Collections Unit (CCU) – Your outstanding debt owed to MVA was not resolved within the required timeframe and has been referred to CCU. If you are unable to pay the balance in full, you may establish a payment plan directly with CCU. Once a payment plan is in place, this flag will no longer impact your business account. Below is an example of the portal error message:
If you receive this error:
- Review the portal report showing the indicator(s) associated with your account. To find the report, click on "More..." and "View Flags on Owned Vehicles.” You will see a list of the indicators associated with this business.
- Contact Business Licensing and Compliance Division immediately. We will help you resolve the flag associated with your account and depending on the circumstances, may allow continued use of the portal or alternate interim submission methods for student certifications. As soon as the flag is resolved, the indicator will be removed automatically.
These indicators may impact a driving school’s ability to operate. If a driving school has:
- Insurance Compliance indicator: A driving school should cease operating until the indicator is resolved. MVA has the authority under State Government Article, §10-226(c) to proceed with an emergency suspension of the driving school’s license and under Transportation Article, §16-506(c), an immediate suspension of the driving school’s certification to provide the driver education program.
- DLLR indicator: A driving school should cease operating until the indicator is resolved. MVA has the authority under State Government Article, §10-226(c) to proceed with an emergency suspension of the driving school’s license and under Transportation Article, §16-506(c), an immediate suspension of the driving school’s certification to provide the driver education program.
- CCU indicator: The driving school may continue to offer the approved driver education program, and access to the portal to request an MDID or submit student certifications will be restored while the driving school resolves the indicator. The CCU indicator must be resolved before the driving school renews their license.

[1] The system changes went into effect on March 11, 2026. As of that date, the portal prevents a driving school with certain active indicators from submitting student certifications and MDID requests. Moving forward, our goal will be to distribute bulletins explaining system changes before the changes are effective.
[2] COMAR 11.23.01.04A(4) requires that an applicant “may not have an unresolved past due tax or other financial obligation due to Maryland.” A similar requirement exists in COMAR 11.23.01.09C for renewing a drivers’ school license. Continuous workers’ compensation, unemployment, and general liability insurance are required by COMAR 11.23.01.07A(7).
