Full Driver’s License in Maryland

In Maryland, a full driver’s license is a privilege. Drivers earn it by moving through the Rookie Driver graduated licensing system.

Who Can Get a Full License?

You can get a full driver’s license if you meet these rules:

  • You must be at least 18 years old.
  • You must have a provisional license for at least 18 months.
  • You must have no convictions during those 18 months.
  • If you are under 21, your driving record must be free of alcohol-related offenses.

What Happens Next?

When you meet all the rules, the MVA will automatically change your license to a full driver’s license.

  • The MVA will mail you an attachment card that shows your license is now a full license.
  • Carry this card with your provisional license to show your new status.
  • You do not need this card after your provisional license expires.
  • When it’s time to renew your license, you will pay the renewal fee and get a full driver’s license.

Parents: Please Note

  • If a driver under 18 gets a ticket for a moving violation, the MVA will notify the co-signer.
  • A driver under 18 may lose their license if a parent, guardian, or co-signer takes back their permission.
