18-Week Program Completion Requirement - Reminder

Purpose
To remind driver education providers of the requirement of COMAR 11.23.02.08C(8).

Summary
COMAR 11.23.02.08C(8) requires that a certified school complete the classroom and behind-the-wheel instruction within 18-weeks unless a student requests an extension. It is the school’s responsibility to assure that the 18-week requirement is met and maintain and provide, upon request, documentation showing that the student requested an extension or did not respond to the school’s efforts to complete the program in 18-weeks.

On September 12th, 2024, the Administration distributed a Bulletin - PDF about this requirement and a form - PDF to document the school’s efforts to meet this requirement or the student’s request to exceed 18-week period. The form is an optional method of documentation. If a provider does not use the provided form, the provider is still responsible for documenting and maintaining this information.

Failing to document a student’s request to exceed 18-weeks or the school’s efforts to interact with the student on this issue may result in the imposition of administrative sanctions.
