PURPOSE
To provide notice of changes to Code of Maryland Regulations (COMAR) 11.23.02

SUMMARY
The Motor Vehicle Administration would like to inform you that COMAR 11.23.02 has been updated as published in the Maryland Register today indicating that effective as of July 8, 2025:

  • The approved life of driver education training vehicles is being extended from seven (7) model years to eight (8) model years.
  • Specially equipped training vehicles for rehabilitative instruction are exempt from this requirement.

To assist in calculating the allowable age of a vehicle, you must include the model year of the vehicle as the first year.
