Purpose 
To provide information on a new opportunity to discuss topics with the Motor Vehicle Administration and a reminder regarding the age of driving education vehicles. 

Summary 

Semi-annual Meetings for 2026:

  • The Administration will begin scheduling industry-wide town hall meetings twice per calendar year in 2026. The first will be scheduled in the second quarter and the second will be scheduled during the fourth quarter of the year. These meetings will be virtual, and any interested school owner, operator, or instructor may log into the meeting.
  • The first town hall meeting in 2026 is scheduled for May 20th at 10 am. If you have suggested agenda items for this meeting, please submit them to [email protected] by May 1, 2026. Agenda items submitted after this date may be held for the next town hall. Agenda items are to be submitted by driving schools only. Instructors and other staff members must coordinate with their employing school for submission.
  • We will provide the login information for the May 20th town hall in a separate bulletin. 

These town hall meetings will complement the association meetings typically held a couple times each year. We will continue to hold these meetings and distribute a bulletin summarizing the association meetings. 

Age of Driver Education Vehicles: Code of Maryland Regulations (COMAR) 11.23.02 

  • As a reminder, the regulatory limit regarding driver education vehicle age is 8 model years.
  • The actual year associated with the vehicle’s model must be counted as the first year. 
    • For example, a 2025 model year vehicle is released in 2024. As a result, 2025 is its first full year of useable life. For this vehicle, its life span would expire in 2032.

  • Model year 2018 is now expired and not available for use as a driver's educational vehicle.
  • Specially equipped training vehicles for rehabilitative instruction are exempt from this requirement. Please note that updates and changes are provided via bulletin, we recommend checking our website frequently for new bulletins or to refresh yourselves on previous changes. 

Annual Report Reminder 

As a friendly reminder, the annual report which is accessed through your e-services portal account is due for submission on or before January 31, 2026. This year’s annual report seeks the following information: 

  1. Total Annual Enrollment
  2. Number of students over the age of 18
  3. Number withdrawing prior to completion
  4. Number having no contact before completion Number requesting extension beyond 18 weeks
  5. Number needing remedial training
  6. How many students did you enroll that required financial assistance in 2025
  7. How many students did you have on an active payment plan in 2025
