Titling and Registrations of Golf Carts, ATV’s, UTV’s and Off-Road Vehicles

This is a memorandum to declare when a vehicle is to be titled and registered as a low-speed vehicle.

Between 2014-2022, legislation was passed allowing four municipalities to allow golf carts on the roads. Those municipalities include City of Crisfield, Town of Vienna, Upper Hoopers Island, Lower Hoopers Island and Taylors Island only.

A golf cart is not considered a low-speed vehicle and cannot be titled or registered. When the Certificate of Origin specifies low speed vehicle (LSV), it is required to be titled as a low-speed vehicle.

The requirements for a golf cart are as follows:

  • On a county highway where the maximum posted speed limit does not exceed 30 mph
  • Must operate between dawn and dusk and be equipped with lights
  • The driver must stay to the far right of the roadway
  • The driver must possess a valid Driver’s license

The requirement for a low-speed vehicle are as follows:

  • A four wheeled motor vehicle designated to operate at a speed of at least 20 mph but less than 25 mph.
  • The vehicle shall not be operated on a public highway with a speed limit in excess of 30 mph
  • The vehicle will not be operated in such a manner that would present a hazard or on roadways if it impedes traffic
  • Vehicle must have insurance and the driver must possess a valid Driver’s license

Moped, Motor scooters and off-road vehicles must be titled and registered as per 2010 legislation.

The Affidavit of Ownership – Moped, Motor Scooter & Off-Road vehicle (VR-450) application is only used if the certificate of ownership and/or title cannot be furnished. All Mopeds, Motor Scooters, ATV, UTV’s, Off Road Motorcycles and Snowmobiles must be titled and registered using the Application for title decal for Mopeds, Motor Scooters, ATV, UTV’s, Off Road Motorcycles and Snowmobiles (VR-337) and must accompany a title and applicable insurance.
