Updated MDID Request Process – Integration of Driver License Data Verification (DLDV) Report

Purpose
The Maryland Motor Vehicle Administration (MVA) would like to announce an additional
option for dealers and tag and title services to use when submitting MDID requests for customers with an out-of-state driver’s license or ID who wish to title a vehicle in Maryland.
Summary
The American Association of Motor Vehicle Administrators (AAMVA) offers a Driver’s
License Data Verification (DLDV) service to allow commercial and government entities to
verify in real-time driver’s license and ID information. Users submit license or ID card data and
DLDV returns a flag indicating whether the submitted data matches the data on file with the
issuing motor vehicle department. More information about this service is available at

As part of the MDID request process, the MVA will now accept a DLDV report generated by
your ERT system showing that an individual’s driver’s license is valid. If you submit this
DLDV report, you do not need to submit a copy or image of the front and back the customer’s
license or ID card.
The DLDV report must be the original, electronically generated report from your ERT system. It
must include:
- Customer’s full name
- Customer’s date of birth
- State of issuance of the customer’s license or ID
- Date the customer’s current license or ID expires
- Confirmation that the driver’s license or ID is valid
If you submit the DLDV report as part of the MDID request process, you must still verify the
customer’s license or ID at point of sale and retain copies for record keeping purposes.
Please continue to email a completed VR-005 with the DLDV report for your MDID request.
Please note MVA agents may request to see a copy of the customer’s driver’s license or ID for
additional support on a case-by-case basis.
