Titling requirements for small vehicles
Your vehicle may require a title if it is:
- A motor scooter
- A low-speed vehicle
- A motorcycle-type vehicle that does not meet the definition of a moped
Mopeds, scooters, utility vehicles, and off-road vehicles require titling and will get an off-road vehicle decal.
If you are unsure how your vehicle is classified, contact the MVA before applying.
How to title your small vehicle
If you purchased the vehicle from a dealer, the dealer may submit the title application for you.
If you purchased the vehicle from a private seller, you are responsible for titling the vehicle.
Submit only one application to avoid delays.
Ways to apply for a title
Option 1: In person
Visit a full-service MVA branch office.
- Recommended if vehicle classification is unclear
- Staff can review documents and confirm requirements
Option 2: By mail
- Processing may take longer
- All required documents and fees must be included
Documents you'll need
If your vehicle requires a title, you must submit:
- A completed Application for Certificate of Title - PDF - 260.92 KB
- Proof of ownership (such as a manufacturer’s certificate or prior title)
- Bill of sale, if applicable
- Valid identification
- Payment for all required fees and taxes
Do not alter official documents. Incomplete paperwork may delay processing.
Registration
If your vehicle requires a title, you may be able to title and register it at the same time. Registration allows legal operation on Maryland roads. Insurance may be required depending on vehicle type

What to expect after applying for a title
Once your application is approved, your Maryland Certificate of Title will be mailed to you. Registration materials will be issued if applicable. Processing times may vary.
