Fraud Training Requirements

Purpose

This bulletin is to inform the tag and title industry that the Fraud Training offered by the MVA Investigations Division will now be required for all NEW tag and title representatives. 
 

Summary
Starting January 1, 2026, any newly licensed tag and title representatives will need to register for, and attend, the monthly fraud training class at the MVA headquarters in Glen Burnie. 
 

As a general practice, a newly licensed tag and title representative should attend the training scheduled for the following month after the new license was issued and approved. For example, if an agent’s license is issued in January, the agent should take the January class if there is still room or the February class. If the newly licensed agent is unable to attend that session or the class is full that month, the agent must register for the following month’s class. If the agent does not take this required course, the agent’s ERT privileges may being suspended and/or MVA may 
take further administrative action. 
 

This training is also required if: 

  • If you held a previous tag and title representative license that was cancelled or expired, and you were issued a new license
  • If you transfer to a new agency and have not taken the fraud training after January 1, 2026

Monthly Fraud Training Schedule
The training will take place on the dates listed below and will run from 9am to 11am at MVA’s headquarters located at 6601 Ritchie Highway, NE, Glen Burnie MD 21062. This is an inperson training. It cannot be completed virtually.

4/30/26 - Thursday10/22/26 - Thursday

Once a new title service representative license is approved, the newly licensed agent will need to contact the Investigations Division to register for the next available training session. Please send an email to Vicki Ullen, [email protected] or 410-768-7216.
 

Important things to remember:

  1. All licensed agents must bring their Professional License and a magnifying glass to the training session.
  2. While this is a requirement for newly licensed tag and title representatives, the MVA may require currently licensed representatives to take the fraud training as well.
  3. The Investigations Divisions may be able to offer additional classes depending on the attendance level and/or classes at certain MVA branches around the state. Please contact Investigations for more details.
