Transferring Plates

Bulletin | January 13, 2026

Updated:

Date: April 7, 2025
Bulletin: All Dealers and Title Service Agencies
From: Central Operations: Vehicle Services Division

As a reminder, the Motor Vehicle Administration (MVA) allows plates to be transferred between vehicles in Class A (passenger), E (trucks), and M (multipurpose). Going forward, we would like for this option to be presented as an option at the time of sale for all title transfers.

The current plate for the State of Maryland is the MD Proud tag. In both Customer Connect and ERT systems, it is referred to as the Standard Flag Tag. This plate is used for the following vehicle tag classes with a plate
scheme of #AA####:

  1. Passenger: Class A
  2. Multipurpose: Class M
  3. Trucks: Class E (formerly EPO)
  4. Disability Plates: Class ADP, MDP, EPD

To transfer a plate between Classes A, E, or M, the customer pays the difference between the registration fees associated with the gross vehicle weights (GVW) and the transfer fee of $15.

For example, a customer has a Honda Civic with a standard flag tag 1AA1234 and wants to transfer the tag to an Acura TLX. The specifications of each vehicle are below.

Honda CivicAcura MDX
Class A (passenger)Class M (multipurpose)
-3700 GVW+3700 GVW
Registration fee: $110.50Registration Fee: $161.50

For this example, the customer pays the difference between the registration fees for each class ($161.50 - $110.50 = $51.00) and the $15 transfer fee in addition to the other titling fees.

If the customer wants to transfer the tags to any other class, they will need new plates; the new class fee will apply, but the transfer fee will not apply. For example, the customer wants to transfer their passenger vehicle (Class A) plates to a taxicab (Class B) tag. They must turn in their Class A plate, get a Class B plate, and pay the
full registration fee of the Class B plate.
