PURPOSE OF MEMORANDUM
To advise Electronic Lien Service (ELS) vendors, and lienholders and financial institutions that 
do not use an ELS vendor, that the Motor Vehicle Administration (MVA) will no longer print 
and mail security interest filing documents and will no longer be a two-part title state. This 
change will be effective July 1, 2024.

SUMMARY 
Effective January 2021, MVA required all lenders or financial institutions, which file more than 
50 liens annually in Maryland, to sign up with an electronic lien service provider. Lenders or 
financial institutions which file 50 or less liens annually in Maryland could file paper liens.

Effective July 1, 2024, MVA will no longer print and mail security interest filings. Liens for 
Maryland registered vehicles must be added and removed electronically, and MVA will send lien notifications electronically.

Lienholders and financial institutions who file more than 50 liens annually with MVA, will use
an ELS vendor for submissions. 

Lienholders and financial institutions that file less than 50 liens annually, can send submissions
through:

  1. An ELS vendor under contract with MVA. If you would like information about how to contract with an ELS vendor, please visit https://mva.maryland.gov/businesses/Pages/els.aspx. OR 
  2. Through the MVA Business Portal. Institutions will need to register the business (if no 
    account exists), have an MVA-issued lien code(s), and have a valid federal ID number on file with MVA. More information about using this portal will be coming soon.
