PURPOSE OF MEMORANDUM 
To advise Maryland Tag and Title Agencies and Dealers, that effective July 1, 2024, customers will have an option to register and certify that their Class E (Truck) under 7,000 lbs. is being used for construction activities. 

SUMMARY
Maryland Transportation Article §13-917(4) allows for a Class E (Truck) vehicle, regardless of the vehicle’s maximum gross vehicle weight (not to exceed 7,000 lbs.), for which the owner certifies that the vehicle will be used for construction activities, to be registered at the cost of $83.75 annually with a two-year renewal period maximum. 

Starting July 1, 2024, Tag and Title Agencies and Dealers that register a construction use type vehicle, must submit an Application for Certificate of Title (VR-005 - PDF ). The updated VR-005 includes the option to select the construction use type and additional verbiage within the certification, for the customer to self-certify the vehicle meets the requirements under Maryland Transportation Article §13-917(4). 

If a customer is renewing their vehicle and would like to change to construction use type, they will need to do a corrected title before renewing the vehicle as a construction use type.
