Registration Fee Change Clarification

PURPOSE
To clarify the registration fees that should be charged for vehicles purchased from a dealership in the month of June 2025.
 

SUMMARY
The Budget Reconciliation and Financing Act of 2025 increased the fees for vehicle registration as of July 1, 2025. As outlined in the bulletin issued May 22, 2025 - PDF , registration fees are based on the newly issued registration’s month of expiration. Vehicles with a July expiration and later pay the updated fees. 
 

However, vehicles purchased from a dealer during the month of June 2025, but not issued a new registration until July 2025, should pay the pre-July 1 fees as agreed upon during the sale.


MVA has updated system validations to ensure pre-July 1 registration fees will be calculated for vehicles sold by a dealer during the month of June 2025. 
 

Affected transactions that have already been completed will have the overpayment credited back to the dealership to distribute as appropriate. A report of qualifying transactions by dealer will be available upon request to assist in determining if the additional cost was paid by the customer or the dealer.
