PURPOSE
This bulletin is to inform the Dealers and Tag and title agencies of the updates to the Application
for Certificate of Title (VR-005 - PDF )
SUMMARY
The MVA has updated the Application for Certificate of Title (VR-005 - PDF ) with the following
changes:
- The lien fee on the front of the form was $20, and it was removed from the front because
the fee is listed on the back of the form - A lien code field was added
- The fee changes from September 1, 2025, regulatory changes were updated on the back
of the form. See August 22, 2025 Bulletin - PDF . - The verbiage of the Active Service members' instructions was changed to reflect
Chapter 263 and 264 (introduced as House Bill 475 and Senate Bill 281, respectively)
(2025). The references to “active-duty military” were changed to “active service
member” to comply with this new law. The dealer loaner check box was added.
The most recent version of the VR-005 shows a revision date of 12-25. Please discard
previous versions, as they will not be accepted after February X, 2026.
